Abstract
The first part of this article traces the main phases of European and French forest governance since 1958. It explores the evolution of policies, which first stood out for their national preeminence and harmonisation difficulties, and then for the increased coordination efforts, especially after 1980 and with a marked acceleration in the nineties. The progressive integration of environmental challenges, the creation of community-based forest strategies as from 1998, and the growing influence of European institutions and NGOs are highlighted. The article emphasises the need for compromise.
Highlights:
- This account highlights a turning point in the community-based approach to forestry during the period 1983-1998.
- The ambition for community-based forestry came up against major obstacles: national diversity, a need for unanimity, legal basis, and funding.
- Due to their increase in importance, environmental challenges have reshaped European action in the forestry sector in terms of coordination and compromise.
