Abstract

The second part of this article analyses the ongoing difficulties French forestry stakeholders face when adapting to European Community dynamics. It highlights the gaps between national and European visions, the need for compromise, and the growing importance of environmental issues in forestry policies. It also stresses the importance of not confusing a community forestry strategy with genuine communal forestry policy, the diversity of national interests and the need for an integrated approach, in particular in the face of climate change, biodiversity and sustainable development challenges. Lastly, it emphasises the importance of identifying French priorities and strengthening coordination with European partners within a community context that is expected to change.

Highlights :

  • There still remains a gap between what the French consider desirable and the possibilities offered by the European Community framework.

  • The emergence of a genuine, coherent and comprehensive forestry policy in the short-or medium-term is unlikely, despite sector-specific scope for action.

  • France needs to prioritise its goals, incorporate European constraints and build alliances.
